Parish Councillors

Following the election on 7th May 2015, the following Members of the Parish Council were elected:

Mr Lester Smith was elected onto the Parish Council in August 2016. The term of office for all current members of the parish council will end in May 2019 when local elections are next scheduled to take place. The parish council has adopted Stratford District Council's Code of Conduct for Members. Details of Members' declared interests can be found at Stratford District Council's website

The  position of Clerk and Responsible Financial Officer to the Parish Council is currently vacant. All correspondance for the parish council should be addressed to the Chairman, William Spencer, until further notice. Please email the parish council at prestononstour.clerk@gmail.com.

P C Meetings

The Parish Council meets bimonthly, usually in the Three Parishes Millennium Hall, Preston on Stour (although please check this page for venue changes). The scheduled meetings are:

Annual report from Parish Council Chairman:

"At the time of last year’s Parish meeting we only had four councillors following the resignation of Les Coulson. The vacancy was advertised and a number of electors requested an election. As only one candidate came forward the election was uncontested and Lester Smith duly filled the vacant post.

Much time was spent during the year on planning matters and appeals which placed an extra burden on the parish clerk, who, as always, dealt with everything expertly but at an additional financial cost to the Parish Council.

The cost of mowing the greens has been a major expense for the council. This year we have allocated a lump sum to the church for mowing the cemetery and we are looking at ways of reducing the spend on the greens.  The “top green” from the church to Top Ledge and some roadsides have been left uncut so far and will be cut by Alscot estates later in the year.

In previous years we have kept the precept as low as possible by drawing on reserves but this year (2017/18) we had to increase it considerably to get things back on track.

FINANCIAL MATTERS

The Parish Council accounts for the financial year ending March 2017 are now closed and the internal audit is complete. The accounts are now available for inspection. See further information below.

At the parish council meeting in January 2017, Members agreed the ccouncil budget for the next financial year (from April 2017 - end March 2018) and set the annual precept at £6,500. Details of the budget are available if you click here.

All households in the parish should have received a Parish Council newsletter through their letterbox in March. It is also available here.

In May 2017, Cllr Izzi Seccombe was elected as our representative at Warwickshire County Council and Penny-Anne O-Donnell as our represetative at Stratford District Council.

The Parish Council 

All residents have the right, and are welcome to attend all PC meeings, with time being set-aside for them to raise any matter of concern for a period of up to 3 minutes per person. Only matters already on the agenda of extraordinary meetings may be raised by members of the public during those meetings. Please be informed that meetings may be reported, filmed or recorded and if you wish to attend the meeting, but do not wish to be filmed or photographed, please contact the clerk before the start of the meeting.

The main objective of the Parish Council is to ensure the smooth day-to-day running of the village and surroundings, and to this end, is required to address a wide range of matters.  If you are interested in learning more about the role of a parish councillor, please visit www.WALC.org.uk or contact the clerk.

Financial Responsibilities

The parish council receives a portion of council tax. The precept pays for the mowing of the village greens, the running of this website, the hire of rooms for council meetings, the salary of a part-time clerk and various administrative costs. Financial information and the parish council accounts are available for inspection by the public. Please contact the clerk for information.

Parish Plan

The Parish Plan was formally adopted by the Parish Council in June 2014 and adopted by Stratford District Council in July 2014. Please visit the parish plan pages for more information.
